Boil cabbage in a large pot of water for 6–8 minutes, or until leaves are tender. Remove, let cool slightly, separate leaves, and trim thick stems.
In a large bowl, combine ground beef, Italian sausage, eggs, rice, celery, onion, bell pepper, garlic, parsley, oregano, and Zestiny All Purpose Blend. Mix until fully combined.
Place ⅓ cup filling in the center of each cabbage leaf. Fold in sides and roll tightly. Repeat with remaining leaves.
In a large pot, combine marinara sauce, peeled tomatoes, and crushed tomatoes. Bring to a simmer. Stir in sugar and adjust seasoning if needed.
Add cabbage rolls seam-side down into sauce. Cover and cook over low–medium heat for 45 minutes.
Sprinkle mozzarella cheese on top, cover, and cook until melted. Serve warm.
